POLICY:  It is the policy of the West Virginia Division of Corrections to establish and maintain a mechanism for conducting a pilot project that ensures testing to assist in the control of illegal drug and intoxicant abuse within its institutions/facilities/centers by members of the inmate population and by parolees.
